County is a unit of regional self-government
whose territory represents a natural, historical, economical, transportation,
social and self-government entity established for the purpose of
managing affairs of regional interest. In particular, the county
manages affairs pertaining to education, health care, physical
and urban planning, economic development, transport and transport
infrastructure, as well as the planning and development of a network
of educational, health care, social and cultural institutions.
Town is a unit of local self-government.
The notion of town includes seats of counties, as well as settlements
with more than 10,000 inhabitants which represent urban, historical,
natural, economical and social entities. Municipality is
a unit of local self-government established, basically, for a territory
comprising a number of settlements that represent a natural, economic
and social entity, and are connected by common interests of inhabitants.
Towns and municipalities manage affairs which come within their competences
pertaining to restructuring of settlements and housing, physical
and urban planning, economic development, transport and transport
infrastructure, and planning and development of a network of educational,
health care, social and cultural institutions.
